That was about the same time i was there, hotels were opulent but the staff rude and very untrustworthy. Travel agents advised everyone not to place their valuables in the hotel safe as lots of $$$ was stolen around that time. I stayed mainly on the beach but as you say the towns are bad, almost as bad places in India for poverty and disease. Not a place i ever want to go back to
