He sues and delays the lawsuits as long as possible after they've been filed to run the clock out. He delays by filing is many motions as possible, changing out his attorneys and asking for continuances, etc.
In business when he did it after while whoever sued him would drop the lawsuit because the cost of having an attorney month after month year after year, before the case was settled, ended up being more than the actual value of what they were owed by Trump.
