Here is how much power the leader of the Senate has. In early 2016 a seat came open on the Supreme Court. Obama made his nomination to fill that seat and the leader of the Senate, McConnell, just flat out told the President that they would simply not be even considering his nominee until after the election. He then bragged about how telling Obama he wasn't going to get to fill that seat was one of the highlights of his life.
One guy decided the President doesn't get to fill a vacant Supreme Court seat and there was nothing that anyone could do about it.
It's pure insanity.

A quick fix would be a up or down vote in 90 days or his nomination and acceptance is automatic.
But even that has it's problems. Some poor nominee's might not be voted on so nobody can be blamed. So perhaps after 90 days the House should be able to accept the responsibility.
