Interesting. I did not know this. I just read about it.
This due to his refusal to turn over documents related to the "Fast & Furious" operation. This operation was started during the Bush administration, and Republicans then tried to pin it on Obama and the Obama administration. From what little I've read, Holder testified in front of Congress saying he knew about the operation in a certain date range, but it was possible that there was memos sent by Holder that indicated he knew about it before the date range he testified.
This was obvious partisan attack that served no purpose. When Holder officially knew of the operation is of little concern to anyone; He didn't order the operation and assumed control of the operation after the fact. This was a Republican operation started under a Republican president, that was handed over when Obama took office. Republicans tried to use it to make Democrats look bad. If I remember correctly Vendzilla came to GFY and posted about it, and got laughed at.
With that said, no one in the federal government can deny or ignore a subpoena. This is not something that is open to discussion or debate, even when it is used for a obvious partisan attack. Even worse, Holder tried to "negotiate" the terms of the subpoena.
When a subpoena is issued it must be obeyed. If not.... Someone should go to jail. It should be automatic. If a subpoena says "turn over documents by this date" and requested documents are not turned over, someone needs to go jail and remain in jail until the subpoena is met. Same with testifying - If someone is ordered to testify through a subpoena and they do not show up, they should go straight to jail. This is not open debate or discussion - ever.
This was wrong when Holder did it under Obama. It's wrong now with the White House ignoring multiple subpoenas.
