It would be compliant if it was only Biden in the clips - but its kids. They are presented as victims of a dirty old man, and that is not the right thing to do, unless the kids/guardians have been asked.

As far as I can tell...they are simply news clips. Put them together and yeah...it's obviously showing Biden as a perv.
But there isn't any text there at all saying that Biden is doing anything wrong. The videos and images speak for themselves..
And you can google up "biden sniffing children's hair" and click on "images" and see the same exact thing.

Pretty sure that video of Biden publicly sniffing kids hair and kissing all over them that has already been used publicly isn't prohibited.
One thing for sure. If it is, they would get sued. ("they" being whomever put the site together).
I just see no way that actual footage that is in the public domain can somehow NOT be used in this way. Hell, every kid and parent in the vids look very uncomfortable with his groping and sniffing.
On another Biden subject: Last night at a rally he told the crowd that many foreign leaders have called him and are worried about Trump's behavior.
INCLUDING British P.M. Margaret Thatcher.
