No. Welfare is not even in the top three.

Medicare and health $986 billion
Social security $895 billion
Military $598 billion
Keep in mind all US Citizens pay into social security.
"Safety net programs" comes in at $357 billion. This includes earned federal employees retirement funds, the VA, income tax credits, child tax credits, SSI, unemployment, SNAP (food stamps), school meals, low income housing assistance, child care assistance, etc. Food stamps is $118 billion... In comparison, the interest on US debt is currently $263 billion and going to raise in a big way.
We are paying more in interest for our debt than we are for food stamps.
