Do you have any evidence?
I'm almost certain that the Constitution of the United States specifically grants the states the power to allocate their electoral college votes in the manner determined by the state legislatures. (My US civics education is a bit rusty, but that is what I remember being taught).
And YES, the EC was specifically put in place to prevent the masses from being duped by a celebrity - again, as I was taught, this is the entire reason the founders put it in place. They believed that the politically educated might one day need to overrule the popular vote if the public had been conned by a con man.
It is such a shame that the country endured hundreds of years of EC bullcrap just so that it would remain in place if it were ever actually needed, and when it was needed, it turned out to be as impotent as the public.
Anyway, I believe this would pass constitutional muster....
