This just shows how fast China has climbed up the ladder. By selling so much stuff to so many countries that buy back less from them. If major countries decided to take the road you suggest, China would sink within months.
Remember China is a dictatorship country with only one party allowed to stand, it has a terrible reputation for human rights, walks over the rights of citizens, high rate of executions, murders political opponents, etc. But it makes cheap stuff so we ignore all that.
