I have worked a short while in Baltimore.
Lots of people, not enough good paying jobs for the cost of living.
Any problems are not new. Been around for decades. Hard to place blame in situations that are hard/costly to manage.
The town has to many people. most can't afford to go elsewhere. How do you fix that ?
It's against my general thinking, but it seems they would be a good candidate for a higher min wage of about 13.50/hr. It would change the overall landscape for wages and create competition for workers on the upper end of the scale. That would give them more tax revenue as well to deal with the issues at hand. There is no painless way to do it.
