The West in general needs to totally rethink their education policies.

SOME western countries need to rethink, in most of them education is "free" already.
But China has a lot of previously neglected human capital they are now putting to use - and their education is an investment in the future.
And that is how education in general should be seen - as an investment.
Of course it's not available for free but if a society is smart enough, they carry the cost to ensure future generations develop into tax paying members instead of either unemployed welfare recipients or tax dodging ultra capitalists.
