By all means - arrest them.
This was the original intention of ICE. It's like comparing the US Marshals to your local police department. US Marshals do not come after you for a parking ticket. US Marshals go after someone if they have committed a serious crime, such as rape or murder. It's up to border patrol to arrest people here illegally.
NO ONE is stopping ICE from arresting such people.
