There are legally established fines assessed on a daily basis for overstaying. It may or may not be enforced but I believe most Western countries have them.

Knowing that a government agency intends to levy and attempt collection on said fines can cause people to rethink their overstays or possible return to the US when large financial liens exist that will require to be paid in full or settled before issuing any entry or residency in the US.
