Any sites could be using underaged models that look twenty. Photographers here have models that look fifteen years old.
I think to do so is inviting trouble. As for the legality of this, I’d hope our resident lawyers would answer.
I was a paralegal but that’s before I was in the business of adult material. I never studied the law of the adult industry but have read a bit here and there.
Can you show an underaged person smoking in advertising? Or holding a pack of cigarettes?

I’ve mixed feelings about this. If legal then you push the envelope to show fourteen year old kids. If illegal then you push the envelope to show twenty-one year olds who look fourteen.
Each state sets the age limit and the laws. It’s a sticky wicket for sure.
