Sure, but you need to check the event log (in the application, not the OS event log) to see the EXACT reson and content it dident want to download.
You can check with their online scanner
https://safeweb.norton.com/ it should be running the same rules.
It could also be a error on the clients PC, if its infected with other malware or use a private DNS service that resolve to the loopback for safety reasons (heimdal security does that, when it wants to blackhole a site)
