No, because it involves states not countries.
If you tell me "Go back to the state you came from" it means you are telling me to move back to NJ. That's not an insult.
But if you tell someone from Cuba to "go back where you came from" you are insulting their ethnicity, and claiming they are not worthy of being an Americn citizen. If you tell someone of color that they "need to go back to where they came from" they don't mean their original home state.
