This is how it was explained to me by Canadian Customs. For all intents and purposes border guards are justified in pretty much anything they believe will safeguard Canadian sovereignty and interests.
So they can search your phone without a warrant. Plus in Canada even evidence obtained without a warrant or even under duress is still considered evidence and admissible. It's up to a judge to decide how that evidence should be weighted.
