I've been through this before years ago (fixed by advice from a gfy'er) and after I IP blocked him he did an iframe thing that was even easier to block. in the latter case blocking the thief caused the same redirects back to my sites affected. I also notified google (concerned about links from a thieving domain, this was Penguin first emerged) and his domain where he was mirroring/iframing a ton of sites, not just my own, was completely kicked out of the serps shortly thereafter
