Where are you getting this information?
Merchant banks still use big processing networks so there's an additional wall between high-risk merchant bank and actual card transaction with customer's bank/card issuer.
I've also read that a sizable percentage of DNH declines are simply NSF being misreported and if a person simply doesn't have enough money on their cards (too much summer spending, maybe?) there's nothing a merchant can do to get that transaction approved.
