Easily. Every gun owner in Russian is listed in police. Just visit his house and take his weapon. After WWII there were a lot of guns in people hands. My grandpa had a Walther PP. He wasted it (an idiot) because he thought he will get 3 years in prison for that.
Today we have mass shooting in schools (two at least for the past years). The lot of kids killed by other kids because... they've got shotguns and semiautomatic assault rifles LEGALLY.

I do understand that it as a casual conflict, but I would not want to be in the same train with them. If you want to kill someone, use a knife (knifes are absolutely legal in Russia and you can carry them in your pocket). When you shoot in a wagon you may kill someone else just because you don't understand how to use a gun. This is why guns must not be sold to civilians.
