Dialers where everywhere back in 1995, stuffed in the adult section in Cds sold along with computer magazine.
They are a kind of an extension of internet access dialers like AOL, etc. using a premium rate number.
In 1995, french company CPIO MULTIMEDIA was selling (yes, selling) dialers to people who wanted to make money with their dialers. It wasn't called an affiliate program but that what it was. A real ripp off for endusers (86€ / hour as far as I remember) but it was a real easy way to make fast cash with a couple of crappy web pages... Too easy...
It's very likely that this kind of early affiliate programs were already active in other countries.
So maybe a german guy invented dialers, but it wasn't in 97.
