They can't just hold people's money hostage without telling the exact issue that was found and a time frame of how long they expect it to take to fix it.
If you look on that page I think this is the important bit - Under 'Requirements':

I could be wrong, but I think they are telling the truth about being blocked. However, if you google it, it seems that it's done when a company goes tits up - It's pure supposition on my part based on what I have read so Caveat Emptor!..
