Yep, but currency conversion fee will always be 2-3%, I'm not sure where you got 18%.
$3000 x 0,03 = $90 + $2
$500 x 0,03 = $15 + $2
So if you want to withdraw $3000, you need to make 6 transactions and the fees are $102 in total.
