You need enough traffic on your zone for them to make enough sales/leads to figure out what offers/landers/creatives/etc are converting with your traffic.

Average PPS offer is what, $20? $30? PPL is like $1-$3?

Let's just assume they're going PPL, they need at least a few leads/day to get enough data to do any optimization...

So, pretty much any ad zone doing less than $10 revenue per day, is almost impossible for an advertiser to optimize.

If advertisers can't optimize for your ad zone you get bottom-tier CPM.
