Im considering starting a Loan Affiliate program

Im not sure where to start I currently pay up to 4% for referrals I offer unsecured personal loans so any traffic could work i believe I typically mail checks to affiliates, I currently pay on this scale,

Loan Amount:
Up to 100k = 2%
Up to 200k = 3%
Above 200k = 4%

most of my affiliates are local (I'm in real estate as well) but we can process deals nationwide (USA Only) as long as borrower meets criteria, I would like to expand my affiliate business, even include a whitelabel program that pays a flat 4-4.5% per deal on all levels for those who wanna create an actual business (this would require a non compete), no matter the size, the average webmasters job would obviously be to send traffic that converts into people who can get a loan. There is some documents that need upload to back office like credit report etc Im considering ways to make this easy and how to tag and track the borrower so that affiliate is properly credited. My real estate business has slowed down in recent weeks so I want to focus on possibilities here, I don't have a website but I can give some banner tools etc. Most of our business has been word of mouth or direct contact but Im sure we can make money online as well. And send some large checks out, Just unsure where to start.

Ideas? Thoughts? I just thought I would post here as I was a webmaster or pretended to be lol so its lots of you savy affiliate program owning folks here and Im not apart of any other online communities anymore. Point me in right direction?
