In my experience yes, but you have to have your content in the same language for best conversion results. ( for example select only Spanish speaking camgirls with spanish bio on Spanish site)
I actually started out with dutch sites before going internationally. I still actively build new sites. Best is if you but a domain extension for the specific country your targeting. But I have even managed to rank whitebales with alternate language seo options. with minimal link building. And we all know how it's pretty much impossible to get search engine traffic on whitelabels.
I speak 6 languages but paying a translator is well worth the investment in my opinion.
Most sites besides english I have are in dutch or german. But French, Spanish Italian work amazing since there are a lot of people there who speake little to no English
