Unless your friend has brass balls, and is prepared to pay for protection, don't do it.
Almost everyone is corrupt, starting with the police and judges. Then the local, State, and Federal officials. Good neighbors will actually look away when something goes wrong. Life can be taken for the equivalent of 100 USD. Less than 3% of homicides are solved, with even less leading to a conviction. That picture of the people hanging from the bridge is very real.
This comes from someone (me) that has worked in Latam, including Mexico. I personally know four people, retired Americans, who were killed, one simply disappeared down there.
