If you can't produce or exclusively license your own content due to budget restraints, I'm afraid you can't use that method of getting traffic. What site are you trying to promote? Have you tried buying traffic instead? There is any number of ad networks that will be able to help you with that, provided your website is legitimate.
As an additional way to go, why not start on the other end? Build a blog or a website with information, work on its SERPs for certain keywords, then send the relevant traffic to sponsors or sell it to an ad network, then get paid for it. Become a successful affiliate and from there invest in your own production or exclusive content, or just use those skills to build the revenue your website makes.
