I think Cuomo was a clown throughout. He was "acting" and not really doing much. To be fair, so were almost all politicians around the world.
And another thing about the virus, cases are "supposed" to go up when states ease restrictions. The virus is here to stay and we all started out with a plan to flatten the curve. Somehow, that was forgotten and we had the idea in us that we needed to stomp the virus out. It doesn't work that way. The flu doesn't go away. There is no cure and a vaccine will take a long time.
Some countries who locked down hard got hit hard, and some who didn't lock down hard and fast didn't get hit very hard at all (India/Japan). There isn't always a correlation between lockdown intensity and speed and deaths/cases.
NY got hit hard because of population density and a host of other factors we don't understand yet. New Zealand did well because they have a small population that's spread out and happen to be on an island. Anyone can do well if they have those ideal conditions. Let's see what happens when they open up to foreigners which they will have to do one day. They can't close forever and so they will see cases rise because the virus is here to stay, that's how the flu works.
We can't stay closed forever, or even sustain these semi-open states of operating. The consequences are already starting to show and politicians are scrambling like mad to open up to try to avoid a really bad recession (and worse) because their advisors are showing them what's coming if we don't. Why do you think the EU is opening for tourism so fast? They are opening borders to allow and desperately "invite" masses of people from other countries to POUR into theirs so they can spend money. Talk about crowds! Why would they do this? Because they are all having an "oh shit" moment and trying to save their countries economically, which is about way more than money.
