Fair use has nothing to do with unauthorised dissemination of copyrighted works by so called users. Fair use means you can use small parts (a few seconds of a song, a small part of a video or a picture) of a copyrighted work to create another work (e.g. a parody, memes etc.) or to comment on it - in reviews or articles. Of course, that is not considered to be copyright infringement
