When the tubes first started a long time ago and I had to send daily DMCA's I also tried to get Google to delist the videos that were mine. They did not and would not. In fact as the videos were re uploaded Google just linked to those as well and much faster than any other site.
A legit small tube could not get any rankings but the ones filled with stolen content did and Google knew about it. They allowed it and perpetuated it. they could have removed the tubes at the start and ended a lot of the issues.
But why would they do that. they were getting paid.
