This is somewhat true… A lot of open source BB's still use tables, but if serious about a project then it's not too hard to bring templates & designs up to date.
I think for mainstream, yes there are less and less forums, many closing, but for adult and niche that are still not fully adopted or even accepted on mainstream apps, then forums, that are active that is, will still be one of the best ways to gain relevant organic traffic.
Also, for something more modern you could try Discourse.
