ZIPs are totally different case as they are directly offered for this purpose, though he said he scrapped the content off other websites (galleries).

Most affiliates just grab the content from FHGs and use it on their website without asking. 99%+ of the programs don't have any problem with that (it saves them bandwidth) as long as you use the content to promote their paysite. So programs are generally ok with that but of course if you want to be 100% sure you should ask them first.
