Cases go up and down at will and it has nothing to do with restrictions. It appears that way in some cases, meaning sometimes the government will shut down an area and cases go down and people say, "Look, see! We shut down and cases went down."
But then they don't want to look at all of the other areas where government shut down and either nothing happened or cases even went up.
We don't have control over this but we like to pretend we do. It makes us feel better/safer and it also makes us feel accepted to have the same opinion as the dominant narrative - part of the group instead of being an outcast in other's eyes.
