Few countries had an covid zero policy just covid controlled. The plan was really only to keep numbers down so the hospital system doesn't get swamped, and any mutations covid makes happen at a nice slow controlled pace.
There's clear evidence that vaccines are doing that, and better than expected. Once the venerable are vaccinated and anyone else who wants it.... let in and let it rip.... In the US face it who is your venerable now? and do you care if they get it? Biden says no.
