That is not correct. The fee is always applied, it's 2 or 3 usd, something like that, it's in the list. That fee every card has. Epassporte had it, Payoneer had it, paxum has it. The conversion rate is very similar to what you would get at a bank anyway. Only way you get screwed is if you choose bank to do your conversion, but that's the same for any card in this world when you go to ATM, you never pick ATM conversion but with card issuer. Difference between card issuer conversion and ATM conversion for around 1000USD can very in 50 USD charge extra if you pick ATM.
