This.
If the traffic would actually convert, they wouldn't be selling it off for a few pennies but would stick to rev-share offers instead (that's like $2 vs $100 per 1K clicks, so pretty much a no-brainer).
Besides that, usually these kind of sites like to add
A LOT of ads!
Floating banners + multiple textual messages popping up, 1 or 2 popunders, sometimes even another (almost) full screen overlay + another 5 to 10 gif banners.... and all of that on a single page.
I bet most visitors didn't actually even click on the ad, but instead did so by accident while trying to close another ad.
