I ended up using fsc /scannow which found and fixed an error. Start up now only requires the starting a linux system from USB then rebooting and windows starts fine. Thinking I need to install linux again. Grub seems to be resolving the issue.

Only a boot-able Linux USB works. The windows usb just spins like the OS boot. There is another something or other out there that is real popular for fixing windows issues... (

Funny thing is... nothing has changed. No new hardware, no new software... just windows updates and all of a sudden things turn to shit.
Even the fresh install with NO updates is causing issues so not sure what the hell the update was but it seemed to change my entire system.... Funny that formatting everything to 0 still does not bring it back.
And where it is a pain in the ass to boot one system just to reboot, it is not as bad as it was with 3 restarts, a repair and sometimes a system restore. So... there is progress
