A USB flash drive formatted bootable. Some will allow you to open the OS from the flash drive before installing it.
So I do this... I load linux from the bootable flash drive and reboot. Windows starts with no issues after this is done.
It seems windows will only boot properly from a soft reboot and not a cold start from a full shut down.
