Yes, many of the grocery stores in the New Orleans area, ranging from Target to Walmart and even the smaller local corner stores are severely understocked, even to the point where they are making customers line up outside and limiting the amount of shoppers allowed to enter the store, some are even closing at 3pm during the week to preserve what inventory they do have.

A few weeks back, two days prior to Ida, we had to wait 3 hours to get into our local Target store for groceries and as already mentioned, it seems like the peons are beginning to hoard bottled water, toilet paper, rice's, pasta's and canned proteins such as tuna and chicken again.

We also had a 6 hour wait 2 days prior to the storm to get gas from Costco as the line went 5 miles down one of the main streets, people really do not seem to understand that by hoarding products, they create a situation where prices get inflated and product becomes scare because of their stupidity and panic buying.
