Buying traffic isn't the way to go if your site isn't currently doing what you need it to, especially if you have a HIGH bounce rate of the traffic you are getting.

Instead as someone mentioned already, spend a day searching and reading up on page and site layout, ad placement, text writing and search engine optimization, then once you've done that, put what you discovered into practice and test multiple layouts, ad types, ad placements, etc, etc. until you have found a methodology that works for your site and, most importantly, your website visitors to get them to stick around longer.

Also, 3 months isn't a long enough time to gauge how a new site is doing, especially with a limited traffic level (presumably?) increase your traffic flow organically to allow for testing and then, once you have started to make money, experiment with purchasing additional traffic
