Hi there,
If you want to have a dynamic content area with a static sidebar for example, you'll definitely have to use PHP for that. The point is, you can still build your site with html, as always, and feed the dynamic parts with php.. Simple as that.. Also, there's Wordpress.. a CMS which will do everything for you without even coding..
