There's nothing in their body language to suggest they even know each other.
As for why nobody did anything, most people in real life are not Clint Eastwood, Liam Neeson or other fantasy characters who can mete out instant justice with a happy ending, but simply people who want to get home without being murdered or accidentally killing someone else.
The best way to deal with someone with obvious anger and aggression issues is avoid and ignore them. That's what everyone on the train who didn't get punched did.
