It can be. I have been using what are often the "cheapest" registrars for years with not many issues at all.. namesilo, porkbun, sav.com, recently... and godaddy in years prior but not any more (narrow grace period and not cheap anymore) and some just have crap support.. internet.bs
My main concerns are if I need to register a "weird" TLD and opt for an unknown registrar or black swan type events.. RegisterFly for example (everything was sorted) or Epik security concerns as of late (all names accounted for and passwords changed)... they are/were "cheapest" registarars but could happen anywhere..

Main takeaways: do some due diligence and make sure there is a no hassle transfer out, when you no longer have access to unlock and the auth code, understand how long their grace period, and when the domain is put on auction (most cheap registars will auction your name either during or just after grace period is over)
