It makes sense for their reps to spend time with the guys sending 5-6 joins per day to try and turn that into 9-10 per day.

When I've ran programs, it was pretty much always the affiliates who send 1 join every 8 months that asked 300 questions during the onboarding process. Any experienced program probably just ignores those guys now.

Never really understood why people think they're entitled to someone else's time, especially if you have nothing to give in return.
