It seems to be just a one page Bootstrap landing page. You can find
loads of free ones, and probably cheap ones on Themeforest.
Funnily enough I'd never heard of Saitama until just the other day when I saw it listed on a site with a load of other "Inu" coins, and I just looked now and it's now for sale (theinu.com). So if you're jumping on the 'inu' coin bandwagon (creating one, I mean, not buying one), that's a pretty good domain.
I noticed the domain for floki inu on all their ads was theflokiinu.com, but they must have raked in an absolute shitload of money to then buy floki.com which could not have been at all cheap.
There's a ton of money in these Inu tokens, with new ones being created all the time. And why not. As the creator you get in at zero so whatever number it goes up to is a win.
I'm too lazy to create a coin myself, but Saitama is one I considered buying due to the number of zeros. But although it pumped briefly to 0.00000007 a day or two ago, it seems weirdly stuck with no movement/activity, so I'm not even sure if it's a dead project or not.
