Even smaller paxum amounts or larger paxum accounts get transferred into their banks wherever. People don't put all traffic eggs into one basket anyway and not every "whale" sends large volume to 1 program. Big dollar amount or smaller does not matter. To anyone living abroad and making USD it's still a good living even if not a real "whale" like you said.
