They've been saying they're going "back" for at least twenty years now, because with each passing decade it becomes more and more obvious that they never went in the first place. Eg:

The reason for this new pantomime is probably because next month is the 50th anniversary of Apollo 16, and December is the 50th anniversary of Apollo 17, and people will quite rightly be asking how could we put men on the Moon every six months half a century ago, while fighting a one trillion dollar war, but no country on Earth has even attempted to do it since.
