More like a joke about her looking like G.I. Jane, which is miles away from even being an insult. Her condition isn't remotely serious, the hair grows back, and her bald spot wouldn't even be noticeable if she didn't shave her head, so let's not compare it to a terminal illness, that's tasteless.
