As far as relaxing the rules on Twitter, maybe. Musk isn't really an ideologue like the dorks on the right who sack ride him - he's just a socially awkward, mega rich dude.

But I think he will see that a lot of advertisers pushed for these rules over the past few years rather than any of the conspiracy theories floating around the far-right blogosphere. He didn't get to be the richest guy on the planet by being really bad at business.
