But police corruption and brutality often go hand in hand. That said, the show does deal directly with brutality, especially the Freddy Gray murder by Baltimore police, and civil rights activists in that city. However, I'd say the "focus" of the show is on the fucked system of law enforcement in the US. Sort of like The Wire, in a way.

The focus of the show is exposing a massively corrupt police department with a morally bankrupt unit leader that would harass anyone and steal anything he could to make an extra dollar because he thought he was God.
